משנה ב
יו"ט הראשון - Again, our mishna is dealing with the period of time during which the Beis Hamikdosh stood, and so even outside of the Beis Hamikdosh, they would take the lulav on the first day, as the mitzvah was 'strongest' on that day as well, in that it was a מצוה דאורייתא both in and outside of the Beis Hamikdosh.
ושאר כל הימים - In such a scenario, shabbos would fall out on chol hamoed, and on that day the lulav wouls not be taken. Even though it was still a מצוה דאורייתא to take the lulav on chol hamoed in the Beis Hamikdosh, nonetheless there was a גזירה דרבנן prohibiting it lest one come to carry it in a רשות הרבים.

גThe arava rite was performed only in the Beis Hamikdosh, and as we will learn later in the perek, only שלוחי בית דין and כהנים were involved (at least according to most ראשונים), so the usual fears of chilul shabbos did not apply with such people. Rather, the gemara explains, we refrained from performing this מצוה on a shabbos that occurs on the first six days of Succos to keep people from thinking that the mitzvah of lulav was less important than the arava, and we allowed it to be דוחה שבת on the seventh day, as opposed to the first as by lulav, so that people would not think that it was דוחה שבת only because we were already doing so for the lulav.
