פרק א משנה א
המביא גט ממדינת הים  [A messenger of the husband who] brings a get from overseas (i.e. from outside of Eretz Yisroel and Babylonia)
צריך שיאמר  must state [upon delivery]
בפני נכתב  "it was written before me"
ובפני נחתם and "it was signed [by its witnesses] before me".
רבן גמליאל אומר Rabban Gamliel says:
 אף המביא מרקם ומן החגר

Also one who brings [a get] from Rekem and from Cheger

 רבי אליעזר אומר Rebbi Eliezer says:
אפילו מכפר לודים ללוד Even [one who brings a get from] from Kfar Ludim to Lud
וחכמים אומרים and the Sages say:
 אינו צריך שיאמר  One is not required to state
בפני נכתב ובפני נחתם "it was written before me and signed before me"
אלא המביא ממדינת הים except if one brings it from overseas
והמוליך or brings it there.
 והמביא ממדינה למדינה And one who brings from one country to another country
 במדינת הים  overseas
צריך שיאמר בפני נכתב ובפני נחתם is required to state "it was written before me and signed before me".
רבן שמעון בן גמליאל אומר Rabban Shimon ben Gamliel says:
אפילו מהגמוניה להגמוניה Even from dominion to dominion [within the same city, where travel between them is restricted].
   
פרק א משנה ב
רבי יהודה אומר Rebbi Yehuda says:
מרקם למזרח From Rekem to the east [is considered outside of Eretz Yisroel]
ורקם כמזרח and Rekem is of the east (i.e. outside of Eretz Yisroel);
מאשקלון לדרום from Ashkelon to the south
ואשקלון כדרום and Ashkelon is of the south;
מעכו לצפון from Acre to the north
ועכו כצפון and Acre is of the north;
רבי מאיר אומר Rebbi Meir says:
עכו כארץ ישראל לגיטין Acre is like Eretz Yisroel for gittin
   

NOTES

משנה א

בפני נכתב ובפני נחתם - According to רבא, because it would be difficult to validate the signatures of witnesses from overseas if the veracity of the get was contested, the רבנן were מתקן this extra step.  According to רבה, this extra step was required also because the communities of חוץ לארץ could not be relied on to always write a get with the specific intent that it was to be for this particular woman.

אף המביא מרקם ומן החגר - These cities were not in ארץ ישראל, but were adjacent to it, and so not of "מדינת הים" according to the תנא קמא.

כפר לודים - This town, while located outside ארץ ישראל, was encircled on three sides by ארץ ישראל.

וחכמים אומרים - They are explain the תנא קמא in this mishnah, and do not argue with him.
